I read an article that says that the WHO thinks Japan hasn't taken enough measures against second smoking.

I agree with that up to a point, because there is no legislation about smoking inside of buildings in Japan.

In some restaurants, food's taste and atmosphere are spoiled by smokers.

However, in Holland, most buildings are smoking free, excluding some pubs.

Having said that, Dutch can puff public spaces, like bus stops, so people are more exposed themselves to passive smoking risk than those in Japan.
