What is the difference between the words "utterly" and "fully"? Does it concern about the context or one of them seem to be more formal?

'Utterly' is a synonym for 'absolutely' - used in phrases like 'that is utterly stupid' to mean very/especially/particularly stupid.
'Fully' is more like 'completely' - used in phrases like 'I am fully (completely) dressed' => I have all my clothes on.
The distinction is hard to explain but they aren't used interchangeably. You'd probably say 'utterly' but not write it, whereas you could do either for 'fully'.
